Where Do They Get This Stuff?

I thought of a great idea, nobody has seemed to use yet. You know those little rubber ciggarette blocker things in the urinals in public places? They should be putting ads on those! Or like, targets, or something! Make peeing fun, I say! Anyways, Mr. Clean has ousted my idea, check out this piece:
